of american troops in afghanistan this weekend. >> reporter: before leaving to iraq america's defense secretary headed to afghanistan to see for himself the situation there and speak to the troops. this is the area where most of the fighting has been taking place in recent years and where the majority of u.s. forces are. this is his first overseas trip since being appointed to his new role and afghanistan is a key responsibility for panetta. the defense secretary has been very upbeat about the prospects of defeating al-qaeda during this trip. he said if they can keep the military pressure up on them and also capture or kill less than 20 of the terror group's key leaders still operating in countries between here and afghanistan and north africa, then they will have an effect strategically -- in effect strategically defeated them. his assessment comes as afghanistan prepares for the gradual drawdown of u.s. troops due to begin this summer. 10,000 are due to leave this year and another 23,000 in 2012. the defense secretary also said he hoped to drive the taliban to peace talks during the

to afghanistan. we were out of the taliban out of power. karzai stood for free elections in 2004. al qaeda was dismantled and settled in waziristan and pakistan. this is not a nation-building exercise. this encounter terror exercise. we do not need 100,000 troops on the ground at the cost we are paying today in order to get the job done. [applause] and i am here to tell you that the future of the u.s. is not going to be determined in the prairies of afghanistan. the future of the u.s., whether you want to recognize it or not, is going to be determined by how well prepared we are to compete in a highly competitive century, and that battle is going to be waged across the ocean. as you walk off of this building, i want you to remember why we are in this race. it is about the generation behind us and the condition they will find our nation in. the debt trajectory that we are on. and number two, the reality of launching a new industrial revolution, it is within our grasp. it has happened before in our nation's history. problem-solving people can do it again. we need leadership and a game plan.

the pentagon. it's an unscheduled stop for him. yesterday he visited troops and leaders in afghanistan. are you looking at video of his afghanistan visit. he said iraq must provide it's own security and leaders must crack down on armed factions targeting american troops. this as iraq's leaders debate over whether to ask american troops to stay in the country beyond this year. the white house chef of staff confirmed the united states is with holding aid to pakistan. they are with holding back about $850 million in aid and equipment for the army of pakistan. tensions have been on the rise since the raid and killing of bin laden in may. officials have been angry over the incursion into their territory without permission while the white house has been worried about pakistan's ineffectiveness in fighting the taliban and al-qaeda. >> the truth is our relationship with them is complicated. they have been victim of huge amounts of terrorism, but right now they have take especially steps that have given us reason to pause on some of the aid we were giving and we are trying to work through that. >> als

to talk to some of the prisoners from afghanistan who are black, they have one arm, one leg, so forth and so on. one of the things that they are coming back to is the same thing that black soldiers came back to after world war ii, vietnam war, and the korean war. they say it's 9% unemployment. did you know that over 38% of all black men in san francisco between the ages of 18 and 55 are unemployed? don't nobody want to talk about that. because while we are minorities, but minorities now put in one big bucket, so you can do what you want, as contractors, and this is working to our disadvantage. even the city and county of san francisco say we cannot show any preferential treatment because proposition 209. how can you reconcile with the fact that don't, the city require bonds. there's a lot of things that overlap from business world versus the city's and the taxpayers. the taxpayers are paying taxes and expect to get some type of fair treatment. but black people never got no fair treatment in san francisco. it's just like i was here, this building is here because white people didn't wan

arrived in iraq for his first trip since taking office. he arrived after a trip to afghanistan. we've got more from baghdad. >> u.s. military officials say three or four rockets hit the green zone in baghdad early this morning. they are calling it a welcome shot for the visit by the secretary of defense, leon panetta. >> iraqi extremists being armed by iran our target in -- targeting and killing american forces. 15 soldiers were killed in iraq last month. one soldier said they're coming after us. in our interview, the secretary says he is demanding that iran back off and iraqi security forces stepped up to provide some protection for the americans. >> we are very concerned about iran and weapons that they are providing to extremists. the reality is we have seen that the results of that. in june, we lost a helluva lot of americans as a result of those attacks. >> if that does not happen, he has the sole authority to order u.s. military forces into action. that could mean american combat operations aimed at some of those extremists. but the problem is only going to get worse as the military
